Let's define resizing as "adding or deleting rows and cols of chars"
(i know that's not an accurate definition).

OK, that's cheesy...

But I really can't think of a way how to combine the "resizing" and the
"resampling" in order to get this output :(

ASCII-art is a "char"-map, not a pixelmap!

Did you ever try out what you're propagating?
