It's rare to create a newsgroup. There's probably already a group about every
conceivable topic; you could search Google Groups (http://groups.google.com/)
for something of interest.

There are lots of web based products you could use to run your own forum, like
PHPnuke or Slash, but these are generally designed for large sites with their
own web servers. What exactly are you intending to do with this forum, and
where do you plan to host it?
