Looks like that to me too. But..

Police departments being government agencies usually don't let people sign 
with diminuatives.  Unless "Frank" is what it actually says on his birth 
certificate or court order for a name change likely not.

Franklin or Francis.  Being Italian, Francis would be more likely.

Looking at the photo closely it looks as thought is says: "Frank Johnson".
