Something extra to consider is that the TCP/IP protocol is 7-bit.  If
an 8-Bit file is posted it will be received garbled anyway.  Without
the functionality of some form of encoding (such as MIME encoding) it
is not possible for an 8-bit file to be carried over TCP/IP.  Programs
such as Netscape/Agent/IE will do this transparently to the user but
not all people have such luxuries available to them.

Having only just started taking this newsgroup I'm not sure of the
etiquette and could not find the FAQ, but from reading postings it
does seem that the originator of this thread should take some time to
learn a bit more about the medium he's using.
