Which part are you haveing an issue with?

2:31pm  up 10 days, 21:13,  9 users,  load average: 2.07, 1.86, 1.62 |
75 processes: 70 sleeping, 3 running, 2 zombie, 0 stopped            |
CPU states:  4.1% user,  0.6% system,  3.8% nice,  4.5% idle         |

This happens 5 times a day on my system -----------------------------+
I keep an eye on my the size of my /data/ partition and if it gets
above 50% then I know that the next time the process starts that I had
better go eat if I don't want a 20 second lag between Alt+Tabs.

what happens with the remaining 87% CPU?  the sum of all the CPU
states is supposed to be 100%.  my Red Hat Linux box:

CPU0 states:  1.1% user,  2.1% system,  0.0% nice, 96.1% idle

Solaris 8:

CPU states: 95.6% idle,  2.8% user,  1.5% kernel,  0.1% iowait,  0.0% swap

Ohh yes.  That.  Well it depends on the way the kernel is set up with
its vertual machiens and what nots.  I am not about to get into all of
that here on the list because it is just way more than most people
care about and I am not an export.  If you check the kernel mailing
list archives for references to "idle" and a few other words that I
can't remember you will find some references to the reason behind it.
Its all really an issue of semantics that the average person just not
going to need to know about which is why I forgot all of what I read.
And its not very often that I can forget something I have read.
