No it's not... it's an email address with mailto: attached to the front of
it. If your newsreader decides to make it into a link, then fair enough, but
there's no way to define links in a plain-text newsgroup posting.
For me, it's not a link. Neither is this:
http://users.breworld.net/m/martin.atkins/asciiart/

In some newsreaders, URLs must be enclosed in <> pointy brackets to be
classed as URLs. In fact, I seem to remember that some RFC defines that you
should quote URLs as:
<URL:http://users.breworld.net/m/martin.atkins/asciiart/>
What does your newsreader make of that?

In practice, it's basically irrelevant. People read newsgroups. I'm sure
most people can identify an email address and know what to do with that
address in order to send a message to someone. In fact, some browsers think
that blah@blah or /\//\\@.'-. is an email address and should be a link.
But who cares what a program thinks? It's quite likely that anything reading
a newsgroup that isn't a human is some kind of email address picker-upper.

Unfortunately you sent it with Content-type: text/plain, so most HTML
newsreaders will ignore it and display the tags.

And this message was exacly the reason why we should allow HTML in
newsgroup posts. It really helped to get the message across.

Attention newbies! If you havn't enabled html in your newsreader, do it
now, and remember to post all your messages with at least size 30 font
and blink!

... or using a multipart/mixed (OE-style) message with the HTML segment set
to:
<DIV STYLE="font-size: 50em;">GET A BETTER NEWSREADER</DIV>

that way anyone using that sort of newsreader, wouldn't be able to read the
message without looking at the message source :o)

That... or use VBScript and use the Windows Scripting Host WSHShell
object... umm... sorry - been done :o)
