I'm not sure if this is a bug: Not all WYSIWYG editors have this problem
and the others have had enough time to fix it. Possibly it should force
compatibility to older browsers. There are some other ways to preformat
text which might be used instead of the pre-tag:

-======== cut ========-

<HTML>

Standard tag:

<pre>
+----+
|    | pre ( = PREFORMATTED: 80 Character/Line Printing)
|    |
+----+
</pre>

Older tags:

<xmp>
+----+
|    | xml   ( = EXAMPLE: 80 Character/Line Printing)
|    |
+----+
</xmp>

<listing>
+----+
|    | listing ( = Source Code LISTING: 132 Character/Line Printing)
|    |
+----+
</listing>

<plaintext>
+----+
|    | plaintext ( = Without closing tag, following tags aren't interpreted.)
|    |
+----+

All (?) other tags (<tt>...) require characters entities (&nbsp;...)
or unicode (&#160;...) for 'HTML-own characters' and space rows.

-======== cut ========-

The older tags shouldn't be used any longer, but some very old browsers
might need them. A space to &nbsp; conversion wouldn't solve this problem
alone... it is difficult to say how the functions of the above tags was.
If you test the page in some alternative browsers you can see big differences
in the interpretation. It would be interesting if someone has a browser
(DOS ?) which interprets the fixed font and CR correct, but leaves away
the spaces (in the pre-area). This would be the explanation for the space
to &nbsp; conversion...
