There are some new ones around but they all suck.The best way to 
convert a graphical fromat to ascii is to do it the hard way,by hand.
There ARE some ways to make this easier,like using a paint program's
text tool to overlay the miage and draw the ascii ontop of the image,or
use the image as a background in netscapes composer and draw the ascii
ontop if the image,or anyother way you can think of allowing you to
use a text processor with the image in the background.

The main problem with the kind of program you are looking for
is that the only attempts at this kind of programming are
mainly converting color or shade values to ascii characters
based on thier darkness or lightness and that dont really cut the
mustard.

I havent ever heard of such a program.The best thing that most
asci artists seee as a feature in a text editor in relation
to the ones you are asking is "block mode".It is where you
can cut and paste text in rectangles in stead of paragraphs.
