Checked my Random House dictionary...
artist, n.,
1. a person who practices one of the fine arts
2. a person who works in one of the performing arts
3. a person whose trade or profession requires a knowledge of design, drawing, painting, etc...
4. a person who exhibits exceptional skill, manual dexterity, cleverness, or the like
(syn) artists or artisans are persons having superior skill or ability or are capable of a superior kind of workmanship...

to be artistic... you must
1. conforn to the standards of art; satisfy aesthetic requirements
2. show skill or excellence in execution
3. exhibit taste, discriminating judgement or sensitivity...
