Because they are not ASCII standard characters and are therefore not
necessarily portable across systems. These characters that are on *your*
keyboard may be entirely untranslatable on some other type of system.

The whole purpose of the ASCII standard was to allow different machines to have
some standard of communication. Only the 1st 127 characters are ASCII standard.
The rest are anarchic.
