It's fairly new law but so far it's working great.
The idea was to reduce the amount of stabbings that occur when hoodlums bring
weapons when they go clubbing (and elsewhere).

Previously only "dangerous" knives (knives with long blades) were outlawed ,
until someone finally realized that all knives can be used to stab and kill
someone.

Now the police can take action if someone brings a weapon or a tools that
could be used as such to a public place where it clearly does not belong.
It's still perfectly legal to bring a fishing knife , when you go fishing ,
but bring the same knife with you when you go out on the town , and you might
end up having to explain to the police what legal purpose you intended to use
that for.
So carrying around a knife at all times, "just in case you need it" , would be
a bad idea.

Of course since it's the police that decide whether or not to bring you in for
  not having a good reason for bringing a knife or sharp tool, you have to be
able to trust the police not to abuse this power.
Fortunately the danish police are reasonable and usually friendly people.

I feel a little safer now knowing that something can be done against the
people that used to bring weapons and then went looking for trouble.
