It is generally a good idea to give purely decorational images and ALT="",
so that Lynx and other text-only browsers will disregard it. Any useful
image (such as those containing page titles or buttons) should usually have
the ALT text set to that text written on the button...

and those images that are related to the text in some way... well, that
depends on the circumstances. If it's just a photo of something mentioned in
the text, that's not really necessary, ALT="" is probably a good idea. If
it's an important diagram that forms part of an explaination or some such,
it might be worth linking to it with the image and giving it an ALT text to
the effect that it is a diagram of what it is, so that a Lynx user can
follow the link to download the image.
