That doesn't make sense, and is invalid HTML.  If anything, it should be
"<pre><code>stuff</code></pre>", since CODE is a text-level element and
may not surround a block-level element like PRE.

Sorry, but this isn't true.  The HTML standard says that browsers should
render PRE blocks in a monospaced font, preserve whitespace and not wrap
lines.  That is not a mandatory requirement, since there are browsers
for which some or all of those requirements are impossible to meet or
meaningless, but all commonly used visual browsers follow it.

Now, without having looked at the page we've been discussing, my guess
is that the problem is that it has FONT tags inside PRE.  That is not
allowed in the HTML standard, precisely because it could mess with the
character spacing, but many browsers accept it.  Unfortunately, some
will not handle it very well, and may not display the text properly as
preformatted.
