Look at the > characters in front of every line in the above quote.
They're called quotation-charaters, and are used to indicate text from
the previous email / post you're answering to.

The most often use and the most standard quotation character in
internet email and news is >, some people use : and |, but they're not
as standard.

Now if you us ", which is probably not recognised by any newsreader /
email client by default, the clients can't tell where is the quoted
part and where is your message body making the text a bit more
difficult to visualise easily.

When you quote with a standardly recognised quotation marker, many
clients format the text so that you can easily see what is quoted and
what is new text instead of having to eyeball-search the text in order
to see what you've written.

The whole question was not about whether " is a standard ASCII
character or not (which it is, by the way :-), but it was about " not
being a standard quotation character.

The previous poster just kindly asked you to make life easier for the
rest of us by changing your quotation marker into a more recognized
one like >

In my opinion, > is the only marker people should use - no need to
configure lots of different characters to be detected as quotation
markers, many ASCII pictures would get screwed up etc.
