This goes back to the suspicious events surrounding the voting system in
Florida used during the elections that saw George W. Bush being elected as
US President.

The "hanging chad" refers to the fact that a large number of the voting
cards were badly manufactured, and so the chads that the voters pushed
through to choose their candidate were loose.

This meant that, by the time the votes were being counted, the loose chads
were either hanging by a thread, or had fallen off entirely.

Each of these cards had to be marked as "null votes" because there were two
or more chads that had been pushed through the card, as though the voter had
voted for multiple candidates.
