<nitpick> =20 is a space, since 20 is hex for 32 which is the ascii
character for a space. Likewise HTML newsreaders often use =3D for an equals
because of the equals being used to indicate an unprintable (or unobvious)
character. A non-ascii character would be from =7F to =FF or under =20.
