I use SSI wherever possible (which is almost all of my sites) or even ASP
which includes the SSI #include directive and can make inteligent decisions
about what to present based on the containing document and the like.

As for anyone else, I'm going to make one catered specifically for the FAQ
documents, but if anyone wants to use anything better they can feel free!
