Sure you can...

A good program might take a 'b' and a double quote '"' and render them
together as the number '8' or a capital 'B', should this need arise.

Or, perhaps a fes lines of 8's might be redone as:

88888888          oooooo
88888888 resized: 888888  or 50%:  8888 or 25%: oo
88888888   75%    888888           8888         ""
88888888          """"""

Ok, prolly not the best examples.  The best way might be for the program to
turn the ASCII artwork into a bitmap (perhaps, just a dump of the font
shapes and such so that the bitmap looks identical to the ASCII version),
re-scale the bitmap using the various averaging and anti-aliasing techniques
people use, and then converted back to an ASCII.

The conversion back to ASCII would be the hardest I guess.  Perhaps such a
program could create a directly scaled version as in your original, and
create an ASCII-to-bitmap-to-ASCII version, and somehow use the first as
sort of a "layout" map..
