Thanks for the idea! After playing around for a little while, here is a
workflow that works for ascii art.

1) Open a new file, and "Save as HTML..."
2) Disregard the warning that appears, and hit OK
3) Paste ascii art into the file and select the entire pic
4) From the toolbar, choose "Preformatted" from the dropdown menu
5) The pic should look correct now and do a "Save"

A somewhat clunky workflow, but it works, at least for the minimal
amount of testing that I have done with IE4, NS3 and NS4. 

You can also:
a) edit the pic after step 4
b) add background color from the dropdown menu in the toolbar.

However, there is a caveat for adding color to individual characters.
The resulting pic looks correct in Word 98 itself and in IE4, but gets
rendered incorrectly in NS3 and NS4. I stopped my investigations at this
point.

The overall impression I got with Word 98 sofar, is that it can do
pretty sophisticated html layout (not just ascii art) that will be
rendered correctly by IE, but you need to exercise care for NS beyond
the lowest common denominator stuff. It is definitely not a neutral html
tool, but to be fair, none of the commercial html tools are neutral
either, although some are more neutral than others.
