No.  The word in question is the subject of a dependent clause.  The
clause is the object of the preposition "to."  So the clause would be in
the objective case if clauses had case.  Pronouns do have case, and the
subject of a clause is in the nominative.  So it should be "whoever"?

We've done this before, most recently about a week ago.
