For the n'th time!

I did never say that the FAQ should not use "#-links" to places further
down in the same document!

I did say that each person should be able to choose wether they wanted
to use a black, white, blue, green, purple, yellow, red or pink
background.

I did say that each person should be able to choose wether they wanted
to use Monaco, Fixedsys, Courier or the user's preferred font for the
ascii art examples, and wther they wanted to use Times, Helvetica, Arial
or a monospaced font for the rest of the text.

I did say that each person should be able to chose wether they wanted a
10px margin or a 3em margin or no margin at all.

I did say that each person should be able to choose wether they wanted
to use different colours on different types of text or the same colour
for every type of text, and what that/those colour(s) should be.

I did say that each person should be able to choose wether they wanted
to use CSS formatting or HTML formatting for the documents.

You need to figure out the meaning of the word "layout". It has nothing
to do with wether there exist "#-links" in a page or not. Link
functionality is not affected by colour choice.
