Really?  I've never noticed those ones before.  Let me check the ASCII
man page.

... nope, there are still 127 characters, so it's 7 bit.  You must be
referring to the DOS extended character set.  I mean, you are running DOS:

Your mailer allows you to send things 8 bit.  But, from RFC 821 (SMTP):

	Commands and replies are composed of characters from the ASCII
	character set [1].  When the transport service provides an 8-bit byte
	(octet) transmission channel, each 7-bit character is transmitted
	right justified in an octet with the high order bit cleared to zero.

Clearly, ASCII is 7 bit.
