Well yes, I'd expect it to.

  CODE is a text-level element that sets a monospaced font.
  PRE is a block-level element that sets a monospaced font and makes
  contiguous white space and linebreaks significant.

Having CODE surround PRE isn't legal in HTML.  However, most browsers
generally try to interpret broken HTML as well as they can, instead of
just barfing at the syntax error.  In this case, there are two likely
interpretations:

  a) Assume you meant <CODE></CODE><PRE>, or just ignore the misplaced
  CODE element.  Either way, the result is the same as with just <PRE>,
  which is what you want.

  b) Assume you meant <PRE><CODE>, or assume, as some common browsers
  do, that you wanted the CODE element to have effect on both sides of
  the <PRE>.  (That is known as "tag soup parsing".)  But since a CODE
  element inside PRE is redundant, the result is the same as above.

I, on the other hand, prefer things that work as they should, rather
than things that just happen to work by coincidence.

In any case, we're talking about different things.  <PRE style="font:
...;"> is an answer to the question "How can I specify the font that my
ASCII art should be displayed in?"  <CODE><PRE> is a non-answer to the
general question "How can I get my ASCII art displayed in any monospaced
font at all?", for which the proper answer is "Just use <PRE>."

Well, I wouldn't expect any.  I've waved a rubber chicken over several
computers too, some running Linux, some Windows and some MacOS.  And at
least one Amiga.  I've never had any problems with that either.
