Yep.
First save it as a txt file and remember where it is (Creating a new
directory for the asciis is a good idea.)
Now type /play c:\mirc\ascii\grin.txt 250
Obviously change the root information for something a little more
accurate...
The number refers to the speed in microseconds.. the smaller it is the
faster the picture is sent.  Don't make it too small or you get disconeccted
for flooding.
oh, and if you want to use control codes (like colours) then you'll have to
paste the actual codes from Mirc... notepad won't let you.

To get bold, go into MSDOS edit and press CTRL+P then CTRL+B ... this
unfortunately is the only one that matches it`s letter in mIRC and I can`t
remember the others. I`ll test for the others when I next use mIRC (I`ll check
my logs)

Why don't you just fire up mirc and make the control codes there and
paste them into notepad or whatever you're using to make the popups?
You don't even need to be connected to do it, just make the control
codes on the typing line in the status window and copy them from
there. CTRL + K + number(0 - 15) for colors or CTRL + K + #,# where
#,# is the foreground and background colors. CTRL + B for bold, CTRL +
U for underlined, CTRL + R for reverse, CTRL + O for plain.
