Hm, assuming some bad englisch and a german poster, maybe he means "someone
who startles s.o."? (German: jemand, der jemanden erschreckt). Alex?

 Someone who BOOs another person:  "says 'Boo' to them"
 (in order to startle them).

I also guessed "bows" rather than "boos". (It makes better grammatical
sense.)
