Hi!

Does anyone know of a tool that might be able to convert geographic
contour maps to ASCII art?

If the map is in a common image format and not a vector format then JavE is your best bet.

Use the Image2Ascii tool:

It has many different algorithms for conversion. It depends on the image what algorithm is
 best but in your case I would guess that one of the B/W algorithms might produce the best
result.
