Help with making graphics in AOL chat?

I don't know if this is the right place to ask about this, but I figured I'd give it a shot. Lately, I've seen everyone showing up in the AOL chat rooms with pictures that are of flags. Basicly, it's a solid red bar, a white bar with "God Bless America" inside of it, then a solid blue bar underneath. I used to be able to do things like that a LONG time ago in BBS message boards using ANSI, but I'm having a tough time getting it done on AOL. I tried making it in an E-Mail and pasting it, but it says it's over the 232 character limit that can be typed on one chat line. Is there a special program I should be looking for to design these?
