This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.graphics.apps.painter.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

RATIONALE: comp.graphics.apps.painter

MetaCreations Painter (formally known as Fractal Design Painter before
the company merged with MetaTools) is probably the best natural
painting software application in the world. A large number of graphic
artists make use of the application and it is probably the same to
natural painting as Adobe Photoshop is to bitmap editing and image
processing. Painter is a world-leading software package.

The large Painter user-base suggests that there is a need for a forum
where people can start discussions on all aspects of graphic design
involving Painter.

Usenet newsgroups already exist for other major graphics applications
such as Adobe Photoshop, Macromedia Freehand and Corel graphics
software. Discussion of Painter currently occurs in the alt.fractal-
design.painter newsgroup. Unfortunately there are several problems
with this newsgroup:

1. Newsgroups in the alt.* hierarchy are not available on all news
servers. Newsgroups in the comp.* hierarchy are more likely to be
available on the majority of news servers.
2. The existing alt.* newsgroups is heavily spammed with inappropriate
messages. This is typical of alt.* level newsgroups and was the reason
for the creation of a number of existing comp.graphics.apps.*
newsgroups.
3. Fractal Design recently merged with MetaTools to form
MetaCreations. The name of the existing newsgroup is now inappropriate
because of this.
4. The existing alt.* level newsgroups is isolated away from all the
other graphics newsgroups. This makes it difficult to find.

MetaCreations recently launched Painter 5.0 for both Windows and
Macintosh computers. A recent pole suggested that a new newsgroup for
the discussion of Painter is required, to provide users with a place
to learn how to fully utilise the capbilities of this powerful
software application.

CHARTER: comp.graphics.apps.painter

The proposed newsgroup would provide a place for the discussion of the
MetaCreations Painter software application, available on all computer
platforms. Tips, tricks and informational postings would be welcomed
as would mutual assistance and support. The newsgroup would not be
moderated and would have no official ties or connections with any
commercial vendor or developer.

Binary postings are not permitted in comp.graphics.apps.painter under
any circumstances. A separate newsgroup will be created in the alt.*
hierarchy where binary files relating to messages in the
comp.graphics.apps.painter newsgroup can be posted. The binary
newsgroup will be called alt.binaries.comp.graphics.apps.painter and
it will be created shortly after comp.graphics.apps.painter. Users of
comp.graphics.apps.painter should indicate in their messages that
binaries have been posted to the separate newsgroup, including the
name of the binary, should this be the case.

It is possible that some people will post messages asking for illegal
copies of software to the newsgroup. Users are encouraged not to
follow up or reply to these messages in the newsgroup and to simply
ignore them.

The newsgroup is for information and support. It is not a marketplace,
and advertising of any kind is not permitted. Moneymaking schemes,
chain letters, excessive crossposting and reposting is also
inappropriate.

With all violations of the charter, users are encouraged not to follow
them up or reply to them in the newsgroup. If you must follow them up,
please do so by email. This prevents the newsgroup from deteriorating
any further.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroup
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.
