This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.graphics.apps.micrografx.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

RATIONALE: comp.graphics.apps.micrografx

Micrografx is one of the major developers of graphics software
designed for the business and home markets. A number of graphics
applications have been developed by Micrografx including Designer,
Picture Publisher, Draw, Simply 3D and Flow Charter. Many of these
applications have been incorporated into various software suites.
Since Micrografx develop a number of graphics applications which are
used by a large user-base, it is likely that these users would benefit
from a forum where they can discuss all aspects of these applications.

Usenet newsgroups already exist for other major graphics applications
such as Adobe Photoshop, Macromedia Freehand and Corel graphics
software applications. Discussion of Micrografx software currently
occurs in a number of separate newsgroups that were actually designed
for the discussion of other graphics software applications. Micrografx
have also made a web site available at www.mgxsupport.com for the
discussion and support of their applications. Whilst this provides
high quality support and resources, it requires every user to register
before they can fully access the web site. This limits is usefulness
to prospective Micrografx customers.

A recent pole amongst the current comp.graphics.apps.* newsgroups as
well as amongst other Micrografx software enthusiasts, both on and off
the Micrografx support web site, suggested that a significant number
of people want a Micrografx newsgroup. A Micrografx newsgroup would
provide a forum for users to discuss the application as well as to
obtain technical support. It would also provide users with a place to
learn how to fully utilise the capabilities of Micrografx software
applications.

CHARTER: comp.graphics.apps.micrografx

The proposed newsgroup would provide a place for the discussion of all
Micrografx graphics software applications available on all computer
platforms. Tips, tricks and informational postings would be welcomed
as would mutual assistance and support. The newsgroup would not be
moderated and would have no official ties or connections with any
commercial vendor or developer.

Binary postings are not permitted in comp.graphics.apps.micrografx
under any circumstances. A separate newsgroup will be created in the
alt.* hierarchy where binary files relating to messages in the
comp.graphics.apps.micrografx newsgroup can be posted. The binary
newsgroup will be called alt.binaries.comp.graphics.apps.micrografx
and it will be created shortly after comp.graphics.apps.micrografx.
Users of comp.graphics.apps.micrografx should indicate in their
messages that binaries have been posted to the separate newsgroup,
including the name of the binary, should this be the case.

It is possible that some people will post messages asking for illegal
copies of software to the newsgroup. Users are encouraged not to
follow up or reply to these messages in the newsgroup and to simply
ignore them.

The newsgroup is for information and support. It is not a marketplace,
and advertising of any kind is not permitted. Moneymaking schemes,
chain letters, excessive crossposting and reposting is also
inappropriate.

With all violations of the charter, users are encouraged not to follow
them up, or reply to them in the newsgroup. If you must follow them
up, please do so by email. This prevents the newsgroup from
deteriorating any further.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroup
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.

This RFD will be cross-posted to the following relevant newsgroups:
