You must be new to the internet.  When you don't understand something
but know enough to ask what it is you can type the following in the
address bar of any browser:

http://www.google.com/search?hl=en&q=

Then at the end of it add what ever it is you are asking about.
If it has any spaces in it such as "amber alert" add a %20 in where
the space is so that it looks something like this:

http://www.google.com/search?hl=en&q=amber%20alert 

Then hit enter.  Find the link that looks like it will be a
deffinition based on the two lines of context that the search results
give for each result.

I know that the tubes of the interweb can be a confusing place.  If
you don't get help from Google, get help somewhere.
