   It means that when you post an article, or a reply, it doesn't go 
straight to the newsgroup. It gets sent to a moderator - who reviews it 
and, if it doesn't violate the newsgroup charter, it is posted for all 
to see.

Unmoderated newsgroups are like letters to the editor without an 
editor so everything gets published.

Moderated groups have a Moderator who acts as the editor and decides
which articles get posted.

alt.ascii-art is an unmoderated newsgroup.

rec.arts.ascii is a moderated newsgroup and the current Moderator
is Don Bertino who has taken over recently from Bob Allison.
