It's a replacement for uuencode/uudecode for UNIX, MS-DOS, 
and VM/CMS which uses a gateway-transparent dataset.

       oak.oakland.edu:/pub2/unix-c/mail/xxcp.tar.Z
 
If you are an Unix newbie (as myself), do as follows
to compile it:
 
   uncompress xxcp.tar.Z
   tar -xvf xxcp.tar
   cd xxcp/src
   make
 
And presto, you'll have xxencode and xxdecode executables.
 
If you are a PC (ms-dos) user, get the ready executables 
from xxcp/bin directory.
 
If you had problems before, try once more. The files worth it.

     I FTP-ed XXEDCODE, unpacked it, and <* TA-DA! *>...  was off to the
races before your could say, "Jack Robinson".  It is functionally identical
to UUENCODE in every respect and offers no obstacles to learning.  I was
using it in a matter of minutes, at the longest.
 
     I can think of a very good reason for XXENCODE, namely that the first,
and fastest hardware on the computer networks are typically IBM mainframes
which run the EBCDIC character set (a.k.a. translation tables for Hollerith
punchcard strings).  As a result, files in the big networks are constantly
"pouring through" EBCDIC IBM mainframes at the large academic and
industrial sites.

     Binary transfers are no problem; binary is binary!  But what about
UUDECODE ?  UUDECODE is an --ASCII-- file that *-WANTS-* to be treated as a
--BINARY-- file, but an EBCDIC mainframe --DOES NOT KNOW THIS-- ! It thinks
that an ASCII file is written text.  There are text filters on EBCDIC
machines that say, "Hmm...  I'd better not send this EBCDIC 'cent sign' to
the ASCII machine I am handing off to, since the ASCII character set has no
'cent sign' character.  Let us suppress it.  Let us translate it to a
'pipe'.  Let us translate it to an 'underscore'.  It will be more
readable...."  The EBCDIC mainframe assumes that the ASCII UUENCODE file
that it is getting is --TEXT-- meant to be read, not a program to be
compiled.  Programs are --ALWAYS-- sent as binary, according to them.
 
     Think of XXENCODE as a "subset" of UUENCODE that is safe for EBCDIC
machines in their native environment that aren't normally running
UNIX/ASCII, but are running something else, such as VM-CMS/EBCDIC. It is a
more "universal" form of ASCII that translates to EBCDIC.  (While this
violates the spirit of "the ASCII universe", it maintains the goal of the
group to be "usable on all computer hardware".  The problem is that the
EBCDIC machines should convert UUENCODED ASCII files into "binary" as they
pass through their machines, rather than performing fancy text translation.
The EBCDIC mailers are either not smart enough...  or too smart for their
own good!  (...depending on your point of view).

Well I'm not sure about the contents of your treatise but here is 
what Richard Marks, author of the UU/XX Encoder/Decoder 
has to say about  UU and XX encoding systems:

UU-encoding is a way to code a file which may contain any characters 
into a standard character set that can be reliably sent over diverse 
networks.  

Another newer less popular encoding method, called XX-encoding uses 
the set: 

        +-01..89ABC...XYZabc...xyz

In my opinion, XX-encoding is superior to UU-encoding because it 
uses more "normal" characters that are less likely to get corrupted.  
In fact several of the special characters in the UU set do not get 
thru an EBCDIC to ASCII translation correctly.  

Conversely, an advantage of the UU set is that it does not use lower 
case characters.  Now-a-days both upper and lower case are sent with 
no problems; maybe in the communications dark ages, there was a 
problem with lower case.  

A third encode mapping is the one used by Brad Templeton's ABE 
program.  This is not handled by these programs as the check and 
control information surrounding the actual encoded data is in a 
different form.

"XX" is not an acronym.  It is a name for a variation of the UUencode
program.  I guess the writer just chose the "XX" letters and the name 
stuck.  

The "XX" and "UU" programs are identical except that "UU" maps into 
one set of ASCII characters and "XX" uses another mapping; except 
for the mapping tables, the programs are identical.  The "XX" 
mapping is superior now.

 POSIX type machines, created only for VM/CMS type nets?  As for the claim
 that 'large' networks pour through IBM Mainframes, I thought the majority
 the net was Unix-base?  All in all, I don't sdee anything earth shattering
 about XX.  But here is my question : How can you safely convert a 
 file converted on an 8-bit system (ie. Unix) to the 7-bit Mainframe? (3081)
