Nope. The box thingie is an extended character, and will look different on every
system. Some fonts display this wierd character differently, these are larger
versions of two common showings:

It might display as a VERY black line or a box.
This is just one of the reasons Ascii-art doesn't use extended characters. because
it displays differently.

No. By the subject, I assume that this is the Euro symbol on your screen (I
only have it in the Arial, Times New Roman, Verdana and Possibly Courier
fonts, and this is FixedSys)

The Euro symbol, AFAICR, is in the Unicode set, but also has ASCII Code 128
(just into Extended ASCII), although that might just be a Windows thing, of
course.
