Is there any converter/program which "translates" a normal
graphic file into a picture made of ASCII characters? (for
windows)

yes, there is such a program for Windoze. It converts bitmaps to ascii
art, converting each pixel to one character. I have this program, and
can mail a zipped version (around 111 kB) if you want it. Ciao!
