A certain amount of spam and dummies will always be there no matter 
what group one belongs to. This is a header from R.A-A

Spam yes or no as it is pertaining to art but not ascii art. Defining
what is or what is not spam remains open to R.A-A

In that particular case there is no question.

That same message was sent to _every_ newsgroup I read, including
those that have absolutely nothing to do with it, such as computer
history, parapsychology, chip design, fantasy literature and comics!

So that one was 100% complete spam, of the worst kind.

Hopefully strict. Commercial announcements belong in biz.* groups or
special *.market groups.

A bit of background relating to that spam. It is a Joe Job against Mark 
Ferguson who is one of the major spam cancelleors who is currently in 
the process of taking a spammer to court. The aim to to get so many 
complaints to him that he gets mailbombed. They are all forge approved 
so there is nothing that moderation can do about them except cancel 
them.
