How to replace non-ascii control characters stored in CLOB field of Oracle 9i Database?

I have 250 MB of data stored in the CLOB field of a database table in Oracle 9i database. This database is created with AL32UTF8 character set encoding scheme. The data inside CLOB contains approx. 14000 lines. We are reading the CLOB data in a variable and extracting every line from the data and applying substr function on the line to extract some data. The data in the CLOB contains some non-ascii control characters due to which substr function is giving problems and throwing an exception. Is there any way to replace all the non-ascii control characters from the CLOB data or from a line of the data stored in that field?

Part of asking questions the smart way[0] is to ask them in the right place. While everyone here has ASCII experience I am sure that very few have experience with Oracle 9i. I would recommend asking this question on an Oracle mailing list or a database newsgroup where people have no doubt encountered and solved your issue before.
