I have similar problem too! Try run it from window: i.e use window "run"
or dos_prompt then dosgifscii <giffile>
 The second method works for me!
 But i don't like the file name DOSGifscii.exe because when i download it i though it is a executable file, but it is uuencoded . (should use other extension) .
