You're right, it's not. However, it isn't a Windows-specific character. It
is part of the ISO-8859-1 set (the full set which includes many characters
like an accented A or a U with two dots over it. The codes used for these
characters are high-ascii codes however, which I guess is why you aren't
supposed to use them here.
PS: I do not use any form of Windows.
