Create a picture where one pixel will end up as one character in the
"conversion" (a good size is max 80 characters wide and max 60 lines
high). Try to make it as few colours as possible. You can use xv for
this.

Then save the picture in the "XPM" format (can also be done with xv) and
open in a text editor (e.g. emacs). Remove all the junk from the bottom
of the file and then use Search-and-Replace (Excape^% in emacs) to
change from the default one-colour = one-character to some more
appropriate characters. Then you'll probably need to do some hand
editing too.

Another method is to use the "HTML editor" in Netscape, include the
picture as background image, set the font to monospaced, and try to draw
a picture with the background image as a guide. Then copy-paste to
emacs. (yes, this is a variation of the plastic bag method)
