Since the <PRE> tags are in their all that will be needed is just to
strip the TT tags:

#!/bin/bash
cd comics
for FILE in * ; do
sed 's/<TT> <\/TT>//' $FILE > TMP &&cat TMP > $FILE
done
rm TMP

Now that is in bash and I don't know if you have access to that (you
could install cygwin if you are on windows) but that should do it.
