Yes, that has been tried (by me :-) It works, but compiling LilyPond on Windows is not for the faint of heart. You quite some additional stuff. There's no handy and standard way to distribute binary packages either. Hopefully this all gets a bit easier when Cygnus uses rpm for their distribution.
