Hi, Chris...  I've looked at it, and the third bar (measure) has the requisite
number of beats.  The tune is a 3/4, and the first note grouping is a triplet
of 3 quarter notes.   That means they're played in the time of 2 quarter
notes..  Thus, there is the value of 3 quarter notes in the 3rd measure.  As to
getting rid of the bar line after the time signature, why?  I always put a bar
line there, myself.  I don't think it's musically incorrect.  In fact, it's
more musically correct to put a bar line there, I believe.  A measure, or bar
of music, are the notes played between two bar lines, thus you should,
technically, have a bar line in the front of a measure, even at the beginning
of a line of music.  I know, I've seen lots of people who leave the bar open at
the beginning of a line of music, and while it's not a big thing, I think it's
more technically correct to have one.
