I believe the punctuation was called an "Interrobang", and
it looked like a question mark with the central vertical bar
extended upward.  In effect, it was what you described, a !
superimposed over a ?.  If I recall, it was introduced with an
expensive advertising campaign by some ad agency.  Although it
never really caught on, the word still seems to be in use;
a search in Alta Vista on "Interrobang" found 108 hits.
