Well, BTW: Perl is running under the GNU Public License (GPL)

If still unknown: www.gnu.org
... and download a programming language of your choice legally.
BTW: The C++ from GNU for Windows "owners" is named DJGPP.
So every Windows-owner CAN HAVE a C++ compiler or even Perl for free :-)
