Yes, but you are not really asking on the right newsgroup. It is
said that you are "a longterm geek" on usenet if you know how to
create an alt group but have refrained from doing so :-). There
is an FAQ somewhere on it.
The minimum requirements are two. First that you propose a name
within the normal limitations, 14 letters per field avoid odd
and incomprehensible names [i.e. remember that all of British and
American and Australian variant english speakers plus foreign
speakers of english are expected to understand it], and put it
somewhere sensible in the hierarchy. It might be useful to
write a NEWSGROUP CHARTER, looking at some existing examples,
and an initial FAQ. Second, you go on alt.config and discuss
these points with the sysops who are interested in new groups:
you don't HAVE to follow any suggestions, but they are usually
good ones. Newsgroups are for matters of widespread international
interest in main hierarchies, and national interest in national
hierarchies -- if your subject is small or specialised,
consider a mailinglist instead.
Now, in practice you are going to meet two difficulties.
First is this turkey going to be used, do you have enough people
interested, are you prepared to jolly it along in quiet periods?
I have bitter experience of mailing-lists that never took off,
which is why trying a list first might be a real cool idea.
Second, not everybody takes all alt groups. You need to persuade
your ISP to take it, you need to persuade a few others to take it,
and I mean not just the ISPs of newsgroup regulars but enough ISPs
to ensure articles propagate. Hope This Helps.
