These are popular ways of putting binary data (images, sounds, zip files, etc) into email messages. Most clients get it right, but you get the occasional one which gets fouled up. You *might* have joy from trying to read the message in a different client, but it's quite possible that the problem that afflicts the message you're receiving will carry over to any copies you make. Often you can retrieve the data by saving the *entire* message as TEXT FILE, THEN TRYING TO FEED THIS INTO (bLOODY cAPSlOCK KEY!) a stand-alone decoding program. These have been available since the days of MS-DOS 2.x, if not earlier, and your local code repository should have numerous examples to try. Generally, I don't bother trying - my reader is pretty good about these things. I have a UU-decoder program, but I don't think that I've used it in 2 years.
