On the contrary, Colin's post contains absolutely no non-ASCII
characters at all. It would appear that the post was corrupted somewhere
between your BBS's news server and your computer.

Only the first part of /your/ message contains such characters (quoted
above with the non-ASCII characters #ed out).

Unfortunately, I have no doubt that you will soon read a message almost
identical to this one, but slightly ruder in tone, from Colin himself. I
suggest you grin and bear it, and do not reply.
