That's not so strange. I think it's because often they have something
like this:

      ___________________________________________
     | | | | | | |
     | | / T | | / T |
     | H | / | H | / |
     | \ |______| \ |______|
     | \ | | \ | |
     |_________| / T |_________| / T |
     |%%| / | / |
     | | |______| |______|
     | | | | | |
     | | | _ | | _ |
     | | <- P |(_&| |(_&|
     | | o | | o | |
     | | /|\ | _ | /|\ | _ |
     | | / \ |(_&| /_\ |(_&|

   __|__|____ \_______|___|_/ ____________|___|__

when they _should_ have something like this:

      ___________________________________________________________
     | | | | | | | | |

     | \ | | | / / / / |
     |_________| / T |____ __| / / / / |
     |%%| / | \ |
     | | |______|___ \ |
     | | | | | |

Note that the detail marked "P" (I don't know the name for it in Swedish
either), in combination with the way that men are constructed, makes the
male side more efficient (after all, this is one of the few situations
when men and women are very different, and this is not likely to change
any time soon). To make the two sides equal the female side needs much
more space and many more of the small toilet rooms. Equality isn't when
both sides use the same space but when an average visitor to either side
has to wait the same amount of time to get in on a busy day.
