Because it is a moderated newsgroup but nobody uses it...so the 
newsgroup's Moderator sits and waits for someone to send him messages 
that he can approve.

That's what happens with moderated newsgroups...if there is no 
traffic or very low traffic then they just die.

The only way to revive rec.arts.ascii is for the moderator to 
request David C. Lawrence to make it an unmoderated newsgroup. I'm 
fairly sure that the current moderator, Don Bertino, is unwilling to 
do that.
