Pfff, nobody seems to know for sure. Me neither. So
I did the ususal and digged out an old posting from
Colin. It says :

(It's not explicitly said but Bob Allison resigned in June 1996,
again I have this info from one of Colin's posts).

Even though we could include a better 'history' part into
the FAQ this will do for now I think :

11.What happened to rec.arts.ascii?

      rec.arts.ascii was a moderated newsgroup, meaning that all messages sent to the
      newsgroup had to pass through an intermediary (the moderator) who checked them for
      appropriateness before sending them to the newsgroup proper.

      In the case of rec.arts.ascii, the moderator was Bob Allison (otherwise known as
      `Scarecrow'), and he retired from the job in June 1996. The newsgroup was inactive
      from December 1996 until November 1997. Don Bertino (ber...@netcom.com) is at the
      helm as moderator. Post away.
